Pollution Complaints Consultation in Ota City

Ota City's Environmental Measures Division accepts consultations regarding noise, vibration, foul odors, air pollution, water pollution, and soil contamination. (*For land subsidence, contact the Gunma Prefectural Eastern Environment Office at 0276-31-2517.)

Before Consulting (Note on Neighborhood Trouble)

If the city office suddenly intervenes, the person causing the issue may become emotional, worsening neighborhood relations. Often, they do not realize they are causing a nuisance. It is recommended that you first try to calmly ask the person for understanding without getting emotional.

• Good Example: "I'm sorry, but I can't sleep because of the noise. Could you please do something about it?"
• Bad Example: "It's too noisy to sleep! Stop that work!" If it's awkward to talk to them alone, you might consult with other neighbors who have the same problem and go together.

Complaint Handling Process

1. Reception: You will be asked for your contact info, the cause/time of the issue, the offender's info, and damage details.
2. Investigation: The city may conduct site visits, take measurements, or interview the offender.
3. Guidance: The city will request improvements or issue guidance if necessary.
4. Closure: If the issue is a private civil dispute or falls outside legal regulations, the city can only do a site check and close the case.

Limitations (Cases Where the City Cannot Intervene)

• If the source is not legally regulated or is below legal limits, the city can only "request" improvements, not force them.
• The city cannot intervene in civil disputes between individuals (e.g., a neighbor's flute playing, overgrown branches, BBQ smells).
